The Hashemite Kingdom of Jordan is a constitutional monarchy ruled by King Abdullah II bin Hussein. Jordan's overall record continues to reflect problems. The government harassed religious activists and opposition political party members and restricted to varying degrees freedom of speech, press, assembly, association, and movement. Domestic and international NGOs reported torture, arbitrary arrest, prolonged detention, and the continuance of poor prison conditions. Impunity, denial of due process of law, and limited judicial independence remained problems. Infringements on citizens' privacy rights continue. Legal and societal discrimination existed against women, converts from Islam, and persons of Palestinian origin. Restrictions on labor rights and abuse of foreign domestic workers remained problems. Although torture is illegal in the country, an October report by the NGO Human Rights Watch (HRW), "Torture and Impunity in Jordan's Prisons," concluded that torture remained a widespread practice. Interviews with 66 prisoners in seven of the country's 10 prisons produced allegations of ill-treatment, which HRW concluded often amounted to torture.
